16 October 2023
The Working Group was formed as part of the Commission on Transport Security and Safety at the Public Council under the Ministry of Transport of the Russian Federation.

The meeting was held at the Center for Strategic Developments.

Dmitry Moskalevich, the CEO of Neoscan LLC, was elected as the head of the Working Group. The opening of the meeting was attended by the leaders of the Public Council under the Ministry of Transport of the Russian Federation, including the chairperson, Tatyana Gorovya, and the first deputy chairperson, Boris Loran.

The Working Group included experts in transport security and representatives of certification authorities. The professionalism and extensive experience of the participants in various fields will contribute to the effective and high-quality resolution of emerging issues.

The main task of the Working Group in the near future will be to study and summarize the existing regulatory framework for countering UAVs, as well as to develop proposals for its improvement. The preparation of documents will take into account the tasks of transport infrastructure entities and will be based on modern technological solutions.

Dmitry Moskalevich noted the relevance of a systematic and timely approach to this issue given the increasing frequency of unmanned aerial vehicle (UAV) attacks on civilian and military infrastructure, as well as the importance of regulating the legal framework in accordance with technological developments of hardware and software complexes capable of countering UAV attacks.

Such a plan of work will help to more effectively address practical issues of law enforcement and the operation of anti-UAV measures.

During the working discussion, preparation for the upcoming meeting of the Public Council at the Ministry of Transport of the Russian Federation and the All-Russian Conference "Information Security. Transport Security. Import Substitution" was discussed, with special attention being devoted to countering UAV attacks. Dmitry Moskalevich will make a presentation at the conference, presenting proposals and theses developed by the Working Group members.

The next meeting is scheduled for the end of October, with the main agenda being the formation of the structure of a panel session at the transport security conference in accordance with the set objectives.
